Recently, seven departments including the Shaanxi Provincial Department of Industry and Information Technology, the Shaanxi Provincial Development and Reform Commission, and the Shaanxi Provincial Ecology and Environment Department jointly issued a notice on the "Shaanxi Provincial Implementation Plan for Promoting the Recycling of Industrial Wastewater and Improving Industrial Water Efficiency." The notice proposes that by 2025, the water efficiency and wastewater recycling level of key water-consuming industries will be further improved. The reuse rate of industrial water in large-scale industries such as steel, petrochemicals, nonferrous metals, textiles, papermaking, and food will be further improved. The amount of municipal reclaimed water used by industries will be significantly increased. The water consumption per 10,000 yuan of industrial added value will decrease by 10% compared to 2020. The water-saving system, market regulation mechanism, and technical support capabilities will be continuously strengthened. Water use efficiency and benefits will be further improved, and a new pattern of efficient recycling of wastewater in key water-consuming industries will be initially formed.

Shaanxi Provincial Implementation Plan for Promoting the Recycling of Industrial Wastewater and Improving Industrial Water Efficiency

In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, implement the comprehensive conservation strategy, deeply promote the national water conservation action and the in-depth water conservation and control action in the Yellow River Basin, accelerate the formation of an efficient, green, and digital water-saving production mode, comprehensively improve the efficiency and benefits of industrial water use, and promote the green and high-quality development of industry, in accordance with the requirements of the "Opinions on Further Strengthening Water Resource Conservation and Intensive Utilization" (Development Reform Environmental Protection [2023] No. 1193) issued by the National Development and Reform Commission and other departments and the "Notice on Issuing the Action Plan for Improving Industrial Water Efficiency" (Ministry of Industry and Information Technology Joint Circular [2022] No. 72) issued by the Ministry of Industry and Information Technology and other departments, combined with the actual work of our province, this plan is formulated.

I. Overall Goal

By 2025, the water efficiency and wastewater recycling level of key water-consuming industries will be further improved. The reuse rate of industrial water in large-scale industries such as steel, petrochemicals, nonferrous metals, textiles, papermaking, and food will be further improved. The amount of municipal reclaimed water used by industries will be significantly increased. The water consumption per 10,000 yuan of industrial added value will decrease by 10% compared to 2020. The water-saving system, market regulation mechanism, and technical support capabilities will be continuously strengthened. Water use efficiency and benefits will be further improved, and a new pattern of efficient recycling of wastewater in key water-consuming industries will be initially formed.

II. Key Tasks

(I) Strengthen Production Based on Water Availability and Optimize Water Use Structure

1. Adjust and optimize the structure and layout of high water-consuming industries. Adhere to the principle of production based on water availability. Based on the available water volume, rationally plan the industrial development layout and scale, and continuously optimize the water-use industrial structure. In water-overloaded areas and severely water-scarce areas, the scale of high water-consuming industries will be reduced in an orderly manner in accordance with laws and regulations, and the granting of water permits for new high water-consuming projects will be strictly restricted. Strictly implement the policy of production capacity replacement for industries such as steel, cement, flat glass, and electrolytic aluminum. Legally and orderly promote the withdrawal of backward production capacity. Curb unreasonable water demand. In water-scarce areas, water permits will be tilted towards advanced manufacturing, strategic emerging industries, and other low water-consuming and high-output industries, increasing the proportion of low water-consuming and high-output industries and reducing water consumption. 2. Strengthen the control of total water consumption and intensity. Strengthen the control of total water consumption and intensity in various industries, and strengthen the management of total water consumption and intensity control indicators at the provincial, municipal, and county levels. Accelerate the clarification of groundwater withdrawal quotas and water level control indicators for county-level administrative regions. Each locality will reasonably allocate industrial water use in its region based on the available water volume. Fully implement water resource argumentation for planning and major project layouts, and newly built (renovated and expanded) projects. For projects in key water-consuming industries that have the conditions for wastewater recycling but have not effectively utilized them, strictly control the increase in water withdrawal. 3. Promote the utilization of industrial mine water and rainwater resources. Incorporate unconventional water sources into comprehensive allocation, and accelerate the construction of facilities for utilizing unconventional water sources such as mine water and rainwater. Promote green and water-conserving coal mining, protect groundwater, and reduce the amount of mine drainage. Mine areas will prioritize the use of mine water for production, using mine water that meets standards for surrounding industrial production, land greening, miscellaneous domestic use, and ecological water replenishment, and comprehensively construct treatment and reuse facilities and pipelines. Encourage enterprises and parks to establish complete facilities for rainwater collection, storage, and utilization, and rainwater and sewage separation. Integrate the concept of sponge city construction into relevant plans, strengthen pipeline construction, improve rainwater collection and utilization capabilities, effectively utilize rainwater resources, and reduce the amount of new water withdrawal. (II) Strengthen Transformation and Upgrading to Improve Water Efficiency in Key Industries

4. Implement wastewater recycling and utilization improvement actions. Focusing on key industries such as steel, petrochemicals, nonferrous metals, textiles, papermaking, and food, which have large wastewater discharge volumes, relatively mature transformation conditions, and significant demonstration and leading roles, encourage enterprises and industrial parks to explore and implement serial water use, differentiated water use, multi-purpose water use, and cascade utilization models based on the characteristics of internal wastewater quality. Steadily promote technological transformation and upgrading of wastewater recycling and utilization, improve the reuse rate of water, reduce wastewater discharge, and promote the integrated optimization of water systems in enterprises and industrial parks. Strengthen the access management of industrial parks, carry out water pollution control in industrial parks, and promote the full collection, centralized treatment, and discharge compliance of industrial wastewater in parks. Promote the classified management and phased upgrading and transformation of sewage treatment facilities in industrial parks, ensuring that sewage centralized treatment facilities in provincial-level and above industrial parks achieve compliance operation. Select and publish a batch of pilot demonstration enterprises and parks for industrial wastewater recycling and utilization, conduct comprehensive technical integration and demonstration, research and integrate low-cost, high-performance industrial wastewater recycling and utilization equipment and technologies, and create a demonstration model with coordinated efforts in technology, engineering and services, management, and policies for industrial wastewater recycling and utilization. Explore the establishment of new cooperation models for water conservation and carbon reduction between upstream and downstream enterprises, and promote upstream enterprises to use wastewater with high organic matter concentration, good biodegradability, and no toxic and harmful substances as a carbon source supplement for downstream sewage treatment plants, reducing the purchase of external carbon sources, and achieving synergistic efficiency improvement in water conservation and carbon reduction. 5. Accelerate the water efficiency improvement and transformation of key industries. Focusing on key industries such as steel, petrochemicals, nonferrous metals, textiles, papermaking, and food, conduct water balance tests, water use performance evaluations, and water efficiency benchmarking actions for industrial enterprises, and guide enterprises to implement water-saving transformations. Encourage industrial enterprises and parks to actively conduct or entrust third-party water-saving service agencies to conduct assessments of water-saving production processes and equipment, tap the potential for water saving, and implement industrial water efficiency improvement and transformation. Guide financial institutions to prioritize green credit support for water efficiency improvement and transformation projects. 6. Improve the application level of advanced and applicable equipment and technologies. Implement classified promotion and improve the application level of advanced and applicable equipment and technologies in different industries and regions. Promote the national-encouraged industrial water-saving processes, technologies, and equipment catalogs, as well as major environmental protection equipment catalogs. Focusing on key water-consuming industries, vigorously promote a number of advanced and applicable technologies and equipment for efficient cooling and washing, wastewater recycling and utilization, and replacement of high water-consuming processes. Encourage local governments, industry associations, and key enterprises to conduct technical exchanges, business training, and supply and demand docking activities. (III) Strengthen standard guidance and conduct benchmarking and standardization demonstrations

7. Actively participate in the industrial water-saving standard system. Actively participate in the formulation and revision of national and enterprise standards for industrial wastewater recycling and utilization technology, water-saving management, and evaluation. Strengthen water quota management, and effectively play the role of water quotas in planning, water resource demonstration, water-saving evaluation, and water-saving transformation. Implement the "Planned Water Use Management Measures", and promote the full coverage of planned water use management for industrial units with an annual water consumption of 10,000 cubic meters or more. Strengthen the publicity of relevant standards, timely update and release the leading and advanced standard values of quotas, and compile typical cases. Encourage enterprises to participate in international standardization activities in the field of water conservation, jointly formulate international standards, and improve the evaluation indicators for industrial wastewater recycling and utilization. 8. Strengthen the typical demonstration and guidance of industrial water conservation. Deepen demonstration and guidance, and create typical benchmarks for water efficiency. Focusing on water-saving entities such as enterprises and industrial parks, establish typical examples, and promote various regions to create water-saving enterprises and parks based on water-saving evaluation standards, select benchmark enterprises and parks for water saving, apply for national water efficiency leaders among enterprises and parks, and gradually establish a three-level water efficiency demonstration and guidance system of "water-saving type - water-saving benchmark - water efficiency leader". Create a batch of innovative pilot projects for efficient wastewater recycling and utilization in the integration of production and city. Promote cooperation between enterprises and parks with conditions and municipal reclaimed water production and operation units to improve the reclaimed water network, connect reclaimed water standards, use treated reclaimed water for production processes, reduce the amount of new water intake, and form replicable and promotable excellent typical experiences and cases. 9. Strengthen supervision and management. Carry out water audits, water balance tests, and wastewater recycling and utilization water quality monitoring and evaluation in a phased manner in key water-consuming industries such as steel, petrochemicals, nonferrous metals, textiles, papermaking, and food, and strengthen industry water-saving management. For new, reconstructed, and expanded projects in water-scarce areas and groundwater overdraft areas, water-saving plans should be formulated, water-saving facilities should be constructed, and they should be designed, constructed, and put into use simultaneously with the main projects. (IV) Strengthen factor support and enhance water-saving service capabilities

10. Focus on key core technology research and development. Adhere to innovation-driven development, and tackle a batch of key core equipment technologies and processes. Deploy key technology research on industrial wastewater recycling and utilization, implement the long-term scientific and technological plan and the long-term scientific and technological plan in the field of ecological environment, support industry associations, scientific research institutions, universities, etc. to conduct basic research and application technology innovation research on industrial water conservation, support enterprises and research institutions to strengthen collaborative research and development around the technical difficulties and equipment shortcomings of industrial water conservation, and focus on breakthroughs in key core materials and common technologies for industrial water conservation, such as the treatment and recycling of high-concentration organic wastewater and high-salt wastewater, high-performance membranes and components, green water treatment agents, intelligent monitoring and optimization control. Strengthen the innovative subject status of enterprises, make good use of methods such as "revealing the list and commanding the battle" and "horse racing mechanism", encourage leading enterprises, single-item champion enterprises, specialized and new "small giant" enterprises, etc. to undertake research and development projects. Improve the collaborative innovation mechanism for the industrialization of water-saving technologies, explore the establishment of industrialization innovation strategic alliances, support the creation of water-saving technology innovation project incubators and innovation and entrepreneurship bases, and promote the rapid large-scale application and iterative upgrading of new technologies and equipment. Do a good job in strategic reserves of intellectual property rights for key core and basic common technologies for industrial water conservation, strengthen layout and risk warning, and strengthen intellectual property protection and utilization. 11.提高数字化水效管理水平。推动企业、园区健全水效管理制度,完善供用水计量体系和在线监测系统。加强用水计量器具配备和管理,实施分类、分级、分项计量,逐步建立工业循环水、市政再生水等非常规水精确计量体系,强化数据统计和过程监管,落实用水单位主体责任。推动数字赋能,提升废水循环利用管理水平。推动企业、园区加快对已有数字化管控平台进行升级改造,利用大数据、云计算、互联网等新一代信息技术,开展智能化管控、管网漏损监测等系统建设,促进5G、物联网、人工智能、数字孪生等技术与水系统管理技术深度融合,建立工业废水循环利用智慧管理平台,形成感知、监测、预警、应急等能力,提升废水循环利用的数字化管理、网络化协同、智能化管控水平,实现工业用水精准控制和优化管理。探索建立“工业互联网+水效管理”典型应用场景。〔省工业和信息化厅、省水利厅、省市场监督管理局、省统计局按职责分工负责,各市(区)相关部门落实〕

12.提升智慧化节水服务能力。加强服务支撑,培育壮大废水循环利用专业力量。鼓励第三方节水服务机构按照市场化原则,通过物联网、5G、人工智能等新一代信息技术,面向工业企业和产业链上下游提供水资源技术、数据、政策等信息服务。鼓励组建工业废水循环利用产业联盟,通过合同节水管理、委托运行等专业化模式,为企业、园区提供节水提效设计咨询、系统集成、技术改造、设施建设、运营及维护等一体化综合服务方案,系统提升企业废水循环利用水平。〔省工业和信息化厅、省水利厅按职责分工负责,各市(区)相关部门落实〕

13.加强对外交流。加强工业废水循环利用技术对外交流和经验互鉴,积极引进消化吸收国内外先进节水技术和管理模式,鼓励优势企业“走出去”,积极参与“一带一路”建设,组织实施工业废水循环利用系统解决方案,开展境外节水技术咨询、工程建设和运营管理。〔省发展改革委、省科技厅、省工业和信息化厅、省水利厅按照职责分工负责,各市(区)相关部门落实〕

三、组织实施

(一)加强组织领导。贯彻落实节约用水工作省级协调机制作用。各部门各司其职,加强沟通协调,统筹做好工业领域节水工作。各市(区)相关部门要落实主体责任,结合实际落实好工业节水工作,加大支持力度,促进工业废水循环利用和水效提升。〔省发展改革委、省科技厅、省工业和信息化厅、省生态环境厅、省住房和城乡建设厅、省水利厅按照职责分工负责,各市(区)相关部门落实〕

(二)加快队伍建设。探索建立企业节水负责人管理制度,鼓励年用水量超过10万立方米的企业、园区设立节水负责人岗位,接受相关培训。充分发挥行业协会、科研院所、第三方节水服务机构等桥梁纽带作用,组织开展专家行活动,开展节水政策标准、技术、职业技能等相关培训,全面提升工业节水队伍能力。〔省发展改革委、省工业和信息化厅、省水利厅按照职责分工负责,各市(区)相关部门落实〕

(三)强化政策支持。统筹利用现有资金渠道支持工业废水循环利用相关项目,鼓励地方设计多元化的财政资金投入保障机制。落实促进工业绿色发展的产融合作专项政策,引导金融机构创新专业化的节水信贷产品,为企业废水循环利用技术改造、水效提升改造等项目提供担保、信贷等绿色金融支持,鼓励企业加大对传统产业节水技术改造、先进节水技术创新应用力度。充分发挥市场机制作用,落实节水、资源综合利用等税收优惠政策,支持推广应用先进废水循环利用、水污染处理装备技术工艺。〔省财政厅、省发展改革委、省科技厅、省工业和信息化厅、省生态环境厅、省住房和城乡建设厅、省水利厅、中国人民银行陕西省分行、省税务局、省地方金融监管局、国家金融监督管理总局陕西监管局、陕西证监局按照职责分工负责,各市(区)相关部门落实〕
