Hunan Province Issues Document: Concerning Industrial Water Use! The industrial wastewater treatment market for six major industries will be unleashed.

Recently, the Hunan Provincial Department of Industry and Information Technology issued the "Three-Year Action Plan for Improving Industrial Water Efficiency in Hunan Province (2023-2025)". It clarifies that by 2025, Hunan Province's water consumption per 10,000 yuan of industrial added value will decrease by 12% compared to 2020. The water efficiency of key water-consuming industries will be further improved, with the water consumption per ton of steel in the steel industry and the water consumption per unit of main product in the paper industry decreasing by 10%, respectively. The water consumption per unit of main product in the petrochemical, non-ferrous metal industries will decrease by 5%, respectively. The water consumption per unit of main product in the textile and food industries will decrease by 15%, respectively. Water consumption in the thermal power industry will be reasonably controlled. The recycling level of industrial wastewater will be further improved, striving to achieve a reuse rate of about 94% for industrial water use above the provincial scale.


In fact, on June 21, 2022, the Ministry of Industry and Information Technology, the Ministry of Water Resources, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the State Administration for Market Regulation jointly issued the "Notice on Issuing the Action Plan for Improving Industrial Water Efficiency." The Notice points out that by 2025, the national water consumption per 10,000 yuan of industrial added value will decrease by 16% compared to 2020.
The water efficiency of key water-consuming industries will be further improved, with the water consumption per ton of steel in the steel industry and the water consumption per unit of main product in the paper industry decreasing by 10%, respectively. The water consumption per unit of main product in the petrochemical industry will decrease by 5%. The water consumption per unit of main product in the textile, food, and non-ferrous metal industries will decrease by 15%. The recycling level of industrial wastewater will be further improved, striving to achieve a reuse rate of about 94% for industrial water use above the national scale.
The goal is to make industrial water conservation policies and mechanisms more sound, to enhance the water conservation awareness of enterprises, to establish a water-saving production mode, and to initially form a modernized water-saving industrial pattern where industrial water use is coordinated with the scale of development, industrial structure, and spatial layout.

2. All relevant targets for 2025 are expected indicators.
According to the "Action Plan" released by Hunan Province, the industrial water consumption of six major industries—steel, petrochemicals, textiles, papermaking, food, and non-ferrous metals—needs to decrease to certain indicators by 2025. This will further stimulate the release of markets for reclaimed water and industrial water-saving technologies. At the same time, more enterprises with the ability to treat wastewater from the above industries will be able to seize more opportunities during this market release.
