The National Water Conservancy Conference was held in Beijing on the morning of January 25-26. Premier Li Keqiang made an important instruction. E Jingping, Secretary of the Party Group and Minister of the Ministry of Water Resources, attended the meeting and delivered a speech. He emphasized that we should adhere to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee, as well as the Central Economic Work Conference and the Central Rural Work Conference, adhere to the water control approach of "giving priority to water conservation, balanced spatial distribution, systematic governance, and two-pronged efforts," and deeply implement the general tone of water conservancy reform and development of "making up for shortcomings in water conservancy projects and strengthening supervision in the water conservancy industry." We should work together with one heart and mind, and work hard to write a new chapter in water control at a new historical starting point, and provide solid water conservancy support and guarantee for high-quality economic and social development.

 

Tian Xuebin, Vice Minister of the Ministry of Water Resources, delivered a summary speech. Leading members of the Ministry, Tian Ye, Zhou Xuewen, Lu Guihua, Ye Jianchun, and Wei Shanchong attended the meeting.


 

E Jingping pointed out that 2020 was an extraordinary year in the history of the Party and the country, and it was also a year in which water conservancy work undertook major tasks, withstood major tests, and made major progress. Water conservancy departments at all levels resolutely implemented the decisions and deployments of the CPC Central Committee and the State Council, actively practiced the general tone of water conservancy reform and development, overcame difficulties, worked hard, and focused on three major tasks, winning three tough battles. First, we made every effort to win the battle against poverty alleviation in water conservancy. 186.3 billion yuan was invested in water conservancy projects in 832 impoverished counties, improving the water supply security level for 42.33 million rural residents. The problem of drinking water safety for impoverished people under the current standards was comprehensively solved, and all tasks of water conservancy poverty alleviation were overfulfilled. Second, we made every effort to win a major victory in the prevention and control of floods and droughts. In the face of the most severe flood situation since 1998, bearing in mind that flood control and drought relief is an inescapable responsibility, we ensured that no large and medium-sized reservoirs and small reservoirs collapsed, no major rivers and important embankments were breached, the number of casualties from floods was significantly lower than the average of the past 20 years, the drinking water safety of people in drought-stricken areas was effectively guaranteed, and the losses caused by floods and droughts were minimized. Third, we comprehensively promoted epidemic prevention and control and the reform and development of water conservancy. We made every effort to do a good job in epidemic prevention and control in the water conservancy system, and meticulously coordinated key tasks such as the safe operation of water conservancy projects, rural drinking water safety, ensuring spring irrigation and water supply, and the resumption of production of water conservancy projects. A total of 769.5 billion yuan was invested in water conservancy construction throughout the year, setting a new historical high, and playing an important role in doing a good job in "six stability" and implementing the "six guarantees" tasks. At the same time, various water conservancy works have reached a new level. First, the water conservancy infrastructure system has been further improved. 45 major water conservancy projects were newly started, more than 17,000 kilometers of small and medium-sized rivers were managed, more than 3,200 dangerous reservoirs were strengthened, more than 30 million mu of irrigation area was added or restored and improved, 60,000 square kilometers of soil and water loss was controlled, the comprehensive management of groundwater over-exploitation in North China has initially yielded results, and the level of water conservancy network security and informatization has continued to improve. Second, the regulatory capacity of the water conservancy industry has been further enhanced. Water resource conservation management has become stricter, the "clearing up four chaos" in rivers and lakes has gradually become normalized and standardized, the concept of soil and water conservation rate has been creatively proposed, remote sensing monitoring of man-made soil and water loss has been achieved for the first time, the Three Gorges Project has completed its overall completion acceptance, the annual water supply of the middle route of the South-to-North Water Diversion Project has exceeded the planned multi-year average water supply for the first time, comprehensive pricing of rural centralized water supply projects nationwide has been implemented, special water conservancy supervision actions have been strong and effective, and the industry's development capabilities have steadily improved. Third, the responsibility of comprehensively and strictly governing the Party has been further implemented. The Party's political construction has been comprehensively strengthened, the quality of Party building work has been continuously improved, and the construction of cadres and talent teams and the construction of Party and government style have been deeply promoted.

 

E Jingping pointed out that the "13th Five-Year Plan" period was the five years with the best results in flood and drought prevention and control, the greatest benefits from water conservancy projects, the strictest water resource management, the greatest improvement in river and lake ecology, the most solid support and guarantee for rural water conservancy, and the greatest efforts in comprehensively and strictly governing the Party. The five years of practice have deepened our understanding of the laws governing the reform and development of water conservancy, namely, we must resolutely uphold the "two maintenances," we must deeply implement the "sixteen-character" water control approach, we must accurately grasp the main contradictions in water control, we must deeply implement the general tone of water conservancy reform and development, we must adhere to a problem-oriented approach, and we must vigorously carry forward the new era spirit of water conservancy. These laws of understanding are hard-won, and should be consistently applied to all aspects of water conservancy reform and development.

 

E Jingping stressed that we should fully understand, accurately grasp, and deeply implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, and deeply understand the new situation facing water conservancy reform and development during the "14th Five-Year Plan" period. First, from adapting to the new development stage, we should fully understand the new demands placed on water conservancy by entering a new development stage, raise standards in aspects such as lasting water security, high-quality water resources, healthy water ecology, livable water environment, and advanced water culture, and achieve upgrades. Second, from implementing the new development concept, we should grasp it from the fundamental purpose, from the problem-oriented approach, and from the sense of urgency, and integrate the new development concept into all aspects of making up for shortcomings and strengthening supervision, so as to ensure high-quality economic and social development with high-quality development of water conservancy. Third, from building a new development pattern, we should accelerate the improvement of the water conservancy infrastructure system, stimulate domestic demand, increase effective supply, and ensure and promote the smooth circulation of various links in production, distribution, circulation, and consumption.

 

E Jingping pointed out that to do a good job in water conservancy work during the "14th Five-Year Plan" period, we should earnestly implement the guiding principles for economic and social development put forward by the Fifth Plenary Session, adhere to putting people first, adhere to the bottom-line thinking, adhere to the systematic concept, and adhere to reform and innovation. We should take water security risk prevention and control as the protection of the bottom line, water resource carrying capacity as the rigid upper limit of constraints, and water ecological environment protection as the control red line. We should build a systematic and complete, scientifically reasonable water conservancy project system and a comprehensive, top-to-bottom, and well-guaranteed water conservancy supervision system to provide solid support for the comprehensive construction of a socialist modern country. On the one hand, we should take the construction of the national water network as the core system to implement the project to make up for the shortcomings of water conservancy projects. We should build a comprehensive water network that integrates flood control and disaster reduction, water resource allocation, and water ecological protection, with the national river and lake water system as the basis, drainage and water supply projects as channels, control regulation projects as nodes, and intelligent control as means. We should focus on implementing flood control capacity improvement projects, water resource allocation projects, river and lake health protection projects, and intelligent transformation of the national water network. On the other hand, we should deepen the strengthening of supervision in the water conservancy industry with the improvement of the supervision system as support. We should adhere to a problem-oriented approach, focusing on comprehensively solving problems of water safety, water resources, water ecology, and water environment caused by improper human behavior in various fields related to water, establish a complete set of legal and institutional mechanisms, and promote the normalization, standardization, and legalization of water conservancy industry supervision.

 

E Jingping stressed that in 2021, we should earnestly implement the decisions and deployments of the CPC Central Committee and the State Council, deeply implement the "sixteen-character" water control approach, focus on making a good start and making a good start, and earnestly do a good job in various water conservancy works, and celebrate the 100th anniversary of the founding of the Party with outstanding achievements. First, we should strengthen planning guidance and accelerate the improvement of shortcomings in water conservancy projects. Third, we must adhere to strictness and pragmatism, and effectively strengthen the Party's overall leadership. Improve political ability, resolutely adhere to the "two safeguards"; strengthen theoretical education, continuously consolidate the ideological foundation; implement the organizational line, strengthen the construction of the cadre team; implement responsibilities at all levels, lay a solid foundation for grassroots Party building; continuously rectify the style of work and discipline, create a good political ecology; severely crack down on problem rectification, and play the role of the supervisory sword.

 

Tian Xuebin pointed out in his concluding remarks that this meeting fully implemented the Party Central Committee and the State Council's decisions and deployments on water control, deeply analyzed the situation and requirements facing water conservancy reform and development in the new stage, scientifically planned the development blueprint for the water conservancy cause in the current and future period, and is of great significance for unifying thoughts and building consensus on a new starting point to plan and promote water conservancy reform and development. All levels of water conservancy departments should establish a sense of the overall situation, strengthen the concept of a system, adhere to the bottom-line thinking, carry forward the spirit of hard work, and strengthen Party leadership to ensure the thorough implementation of the spirit of the meeting. Tian Xuebin also made arrangements and deployments for the work at the end of the year and the beginning of the year.
