In the first half of 2021, among the 3641 national surface water quality assessment sections, the proportion of sections with Class Ⅰ-Ⅲ water quality was 81.7%, an increase of 1.1 percentage points year-on-year; the proportion of sections with Class V water quality was 1.9%, a decrease of 0.7 percentage points year-on-year. The overall national water environment quality continued to improve. However, the unbalanced and uncoordinated issues in water ecological environment protection remain prominent, and problems such as water quality deterioration in some areas cannot be ignored.
Nationally, the state-controlled sections with Class V water quality (excluding sections affected by natural factors) are distributed in 16 provinces. Among them, Inner Mongolia, Jilin, Yunnan, and Shanxi provinces (regions) have a relatively large number, accounting for 62% of the national total. The Xin Kaihe River Princess Town section in Jilin Province has had Class V water quality for six consecutive months this year. (See Appendix 1)
Nationally, there are 25 state-controlled sections with significantly deteriorated water quality year-on-year, distributed in 12 provinces. Among them, Shanxi has 7, Henan has 4, and Shaanxi has 3. The three provinces account for 56% of the national total number of sections with significantly deteriorated water quality. (See Appendix 2)
In response to the above prominent issues, the Ministry of Ecology and Environment has issued warning letters to the relevant provincial ecological environment departments and organized the basin bureaus to conduct independent investigations into issues with three or more warnings, urging and guiding local governments to investigate the underlying causes of the problems and earnestly promote solutions. For prominent issues that have been unresolved for a long time, relevant clues will be promptly transferred to the Central Ecological and Environmental Protection Inspection.
