To implement the important speeches and instructions of General Secretary Xi Jinping on ecological protection and high-quality development of the Yellow River Basin, and to effectively promote ecological protection and high-quality development of the Yellow River Basin. In May 2021, the Ministry of Ecology and Environment launched a comprehensive investigation and rectification campaign targeting solid waste dumping in the Yellow River Basin, promptly eliminating environmental pollution risks and ensuring the ecological and environmental safety of the Yellow River Basin.
The Yellow River Basin "Clean Waste Campaign" fully utilizes drones and satellite remote sensing imagery, combined with citizen complaints and reports, and adopts the "remote sensing investigation - batch handover - local rectification - expert assistance - remote sensing review" model used in the Yangtze River Economic Belt "Clean Waste Campaign" to promote non-site supervision and law enforcement, and improve law enforcement efficiency. According to the work plan, the Yellow River Basin "Clean Waste Campaign" is planned to be completed in two years, with the investigation and rectification of Inner Mongolia, Sichuan, Gansu, Qinghai, and Ningxia in 2021.
By the end of November 2021, with the investigation scope covering the banks of the main stream in 24 cities across the five provinces (autonomous regions) in the middle and upper reaches of the Yellow River, the banks of the Weihe River in Gansu, and the banks of the Huangshui River, despite challenges such as wind, snow, low temperatures, and the epidemic, the predetermined goal of completing the rectification of all identified sites in 2021 was achieved ahead of schedule. During the rectification process, a total of 24.084 million yuan was invested, and 8.826 million tons of various types of solid waste were cleaned up. This includes 39 sites of mixed garbage with 41,000 tons cleaned up; 171 sites of construction waste with 842,000 tons cleaned up; 115 sites of other solid waste with 467,000 tons cleaned up; 92 sites of domestic waste with 123,000 tons cleaned up; and 42 sites of general industrial solid waste with 7,353,000 tons cleaned up. Through the cleanup and rectification, 277,000 tons of historically accumulated coal gangue and tailings were discovered and cleaned up, and 21,000 tons of hazardous waste were treated, effectively preventing ecological and environmental safety risks along the middle and upper reaches of the Yellow River.
In 2022, the Ministry of Ecology and Environment will regularly conduct "remote sensing reviews" to ensure the effectiveness of the rectification and prevent the resurgence of problems. At the same time, it will focus on prominent issues, learn from experience, and provide strong support for the smooth implementation of the "Clean Waste Campaign" in Shaanxi, Shanxi, Henan, and Shandong provinces.
